Newport pays $200,000 in attorney's fees

Melinda Luthin calls the ordeal a "bittersweet battle" due to the loss of public records that would give the public more clarity.

"The city has previously said that finding the documents was challenging, given their age, the move to a new City Hall and employee turnover.
